As a Google Apps Administrator, your users may frequently come to you asking why an email has not been delivered. There’s a number of ways to decipher the issue, but the first thing you should do is an MX record lookup.

After opening the command prompt, you’ll need to use the nslookup command to see if there is an issue with the domain your user is trying to contact. Depending on the bounceback your user received, that server may be the issue, or it may be something else entirely.
