Gooru walks you through some of the mobile device management options provided by Google Apps (at no additional charge).

This is generally available for Android devices, as well as any devices supported by Google Sync. BlackBerries are the one noticeable exception. Additionally, if you connect to your Google account only through IMAP or POP, the device cannot be managed using Google’s mobile device management in the Control Panel.

So ensure that your users are connecting via Google Sync. It’s turned on by default for all Google Apps domains.
